[postgis-users] libs not copied during install

during make install - the libraries are not copied to the pgsql-install-dir/lib 

also, it shoudn't rely on 'make' but should check for 'gmake'. make on my BSD system failed so i had to change all occurances of 'make' in Makefile to 'gmake'.

i also had proj installed in a diff directory than the system directory for lib, maybe it should allow for that config option as well.
