Dennis,

I think you would be wanting DLGs - line graphs, simple lines (that is, they are not images, and they are not designed to support 3 dimensions, etc.).  These are your roads, rail lines, etc...  Download the DLG shapefiles and import into postgis.

you could also get the ortho photographs but these are very large files - they would be level 1, then the DLGs would be level 2 and the well points and related annotation level 3...

you then planning to show the data in a web environment, using mapserver?
