Isn't it possible to bundle up the required cygwin dll's, etc. so that
installing a full cygwin environment can be avoided by those who find the
task daunting?

Hello All,
for those interested, a binary PostGIS installer for Windows is
available from
http://dcmms.sourceforge.net
You still have to install the Cygwin packages, but the rest should
be covered by the installer. We have tested it on a virgin Windows XP
system. The installer can create a sample database called "dcmms" and
load PostGIS to it.
You should still read through the Windows Installation Tips - in
addition, the DCMMS Administration Guide might provide useful
information for troubleshooting.
