Did you try doing 

make clean

to clear out all the old compiled object junk.

Just a question - how did you get this to work?  I tried this fix, and
got exactly the same error when I compiled - and nobody has been able to
suggest exactly where I've gone wrong.  I've been working with a beta of
PostGIS, and was hoping to build the latest version, but no luck.  I
can't seem to find up-to-date binaries anywhere either...

Are there some settings I need to reset before I retry compiling, or
does the DLLIMPORT command need to be used for more than one line in the
cost.h file?
