Thanks to you for your consideration and assistance.

Yes, I am developing a WFS compliable server for testing. what i care about 
is WFS, not DBMS, so a easy way to install Postgis would be better, if this 
version works well with necessary funtions.

So how can I get it? Your further help will benifit me greatly.

Hi Pierre,
What are your plans for using PostGIS. If you want a quick way to get up
and running, there is an easier way without using Cygwin. There is a
windows version of Postgres and PostGIS available, though it will not
always be the latest version. But it works well enough. Let me know if
you would like some direction on getting this. It's as simple as
downloading and unzipping a set of files.
