For the envelope test, the answer is POLYGON( ( 59 13, 59 18, 67 18, 67 
13, 59 13) ) and we return POLYGON((59 13,67 13,67 18,59 18,59 13)).

IE: we return our envelope in counter clockwise order. Again, clockwise 
is not required, but it is a nice convention to respect.
