This binary is old and out of date and does not include the GEOS functions
that you are looking for (i.e. buffer).  There are alternatives, but
ultimately you're going to need to do some compiling at some point.  At
least until the postgresql project releases windows version, which I
understand is scheduled for their next major release.  Lots of folks on
here can help you get up and running using the http://Cygwin.com "unix in
windows" program, but it does start to get pretty technical.
