Hi Nick,

The libpq library is the PostgreSQL client library; for more information
take a look at the PostgreSQL website at
http://www.postgresql.org/docs/7.4/static/libpq.html. For a libpq
program that uses PostGIS, a good place to start would be to look at the
PostGIS connector for Mapserver which can be found at
http://mapserver.gis.umn.edu.
