Last year I used to have Sybase PowerDesigner to create data dictionaries... It's a very powerfull tool where you can create tables, domains, rules, types, relatioships and field definitions. It's possible to see and model the table diagram and also generate SQL create commands.

Do you know a similar free software tool that runs under Linux?
