[postgis-users] Early Special: 1.0.0 Released (Doc for french users updated)

Out of curiosity, are there equivalent instructions in English anywhere
for building Win32 native PostGIS? I've tried numerous times before,
but just never quite got it right. I could probably fumble my way
through the French...but English would be much easier.
