What does "pg_config --pkglibdir" spit out on your machine?

On my machine, it says /usr/lib/postgresql/lib and this is where the
installed lipostgis.so.* files are expected to be. Postgis "make
install" copies them from the postgis build directory to this directory,
which usually already contains a lot of other .so files from postgresql
installation.

If this directory (the one pointed by pg_config) does not exist on your
machine, or pg_config does not work, then I suspect that there's
something wrong with your postgresql installation itsself.
