Beyond projection issues, these data probably cannot be repaired with
simple action of movement. Depending on the precision criteria it is
necessary to fit the data under a adjustment computing (least squares
method for example) using many control points. Normally a street geocoding
process demands decametric precision.
Its a good idea search for a good database in another source.
