Rick,

If you look in spatial_ref_sys you will find that all records where the
srtext field starts with GEOGCS (as opposed to PROJCS) denote CRSs in
lat/long. Be sure to check the full string, though, because there are
different types of GEOGCS: geocentric, geodetic, etc.
