Hi David/Darryl,

While it is possible to upgrade the files in this manner, you must be
careful since doing this will not upgrade any of the SQL script files.
Fortunately, the scripts haven't changed between 1.0.3 and 1.0.4, but you
won't pick up any changes to the spatial_ref_sys table in any existing
databases.

Also the postgis_restore.pl script is included with the Windows Installer in
\share\contrib\postgis so you may like to try using ActiveState PERL under
Windows(http://www.activestate.com/) and reporting back to the list.
