You were right Mark.

dumper.err showed:

../loader/pgsql2shp: error while loading shared libraries: libpq.so.5: 
cannot open shared object file: No such file or directory



So I added /usr/local/pgsql/lib to ld.so.conf and ran ldconfig to update 
the libraries.

make check now passes all the tests.
