Randy,
In addition to Mapserver there are other open source GIS tools that can read data from a PostGIS,
including uDIG (http://udig.refractions.net/confluence/display/UDIG/Home), and GRASS
(http://grass.itc.it/). In addition we use JUMP and have written tools to interact with our PostGIS
database - http://jump-project.org/ or OpenJUMP http://openjump.org/.
