Versions 7.4.2, 7.4.8, and 8.0.3 had system catalog changes that
could be fixed by dump/initdb/restore, but the Release Notes provided
intructions on how to manually update the system catalogs without
the need for dump/restore.  I'd agree that statements like the above
should be qualified with "unless the PostgreSQL Release Notes state
otherwise."
