Only 8.1 has autovacuum integrated into the backend and it's not
enabled by default, at least not in the stock installation (third-party
packages might enable it by default).  It's a stretch to say that
most recent installations have it running when it must be manually
enabled; if you don't know if it's running then it probably isn't.
