Hi G. Lu,
At this moment, only the US and Canadian governments have provided
public geodata of the type you are hoping for. If you are interested
in road network data, you might look at www.openstreetmap.org (which
is generally known as OSM). This is an international volunteer effort
to create a road network file for the entire planet (this largely
involves people working with consumer market GPS units, but there are
people involved in importing the US TIGER/Line data into OSM). The
project started in the UK, so the UK road network has been more
extensively mapped by OSMers then anywhere else (but still not to the
level of coverage that TIGER/Line data is available for the US).
OSMers are also becoming very active in other parts of Europe, and
elsewhere. Each week the project makes a public release of their
database (known as PlanetOSM). The database uses a XML format that
the project developed for their own purposes (OSM XML). However,
software has been written to import OSM data into other formats. You
