[postgis-users] 1.3.0 comments from a packaging perspective

Thanks for the advice about what to package.  I have committed the
pkgsrc update to 1.3.1, leaving out contrib/mktemplate/*.

gmake check in regress passed all the tests with:

  NetBSD/i386 (-current from last week)
  PostgreSQL 8.1.9 (installed from pkgsrc)
