[postgis-users] Compiling PostGIS on windows

Is it still necessary to compile the PostgreSQL tree first to compile
PostGIS?  I thought enhancements in PostgreSQL 8.1 allowed for building
contribs just against the header files or PGXS files, but I haven't seen
any documentation to that effect.
