Hi Jan,
It should not be very difficult to make an win32-installer
When I read http://www.joeconway.com/plr/, I see that the windows
binary are already available
I think one way to do that should be to use inno setup at
http://www.jrsoftware.org/isinfo.php
I've used it in order to making a win32-installer for pgrouting 1.0.0.a
http://files.orkney.jp/pgrouting/binaries/pgRouting-1.0.0.a-0_win32.exe
I haven't enough times todays to do that... perhaps the week-end.
