we also use QGIS for viewing and editing PostGIS data. QGIS 9.2 (will be
published in the next couple days) has improved editing functionality
(better snapping, topological editing for adjacent polygons, splitting
of features, etc.)

We use QGIS in our local city government (city of Uster in the Kanton of
Zurich) and will also financially support further development of QGIS
along with some other local governments in Switzerland. The usage of
QGIS is so easy that even a farmer with no GIS knowledge at all could
use it after half an hour of introduction.
