Hi Rob,
Yes, it does look like a simple syntax error. The WKT geometry parser
is expecting a Well-Known-Textual representation of your geometries.
You supplied "'mont_electric ((-83.9124 ...'::geometry" which is why the
parser is choking.
The geometry string must start with 'POLYGON', 'LINESTRING', 'POINT',
'MULTIPOINT', ... etc.
Try to substitute 'mont_electric' with 'POLYGON' and 'jefferson_i10'
with 'LINESTRING' in your query.
Or alternatively, try (assuming your tables have a single geometry in both):
