The new -n option in shp2pgsql is a great addition. However I have
found that if the source DBF is not "packed" deleted rows are inserted
into the postgis table. I am not sure if "packed" is the correct term,
but if the DBF has rows that are flagged for deletion they are still
inserted into the postgres table. This seems like a bug, but I'll
defer to higher authority.
