[postgis-users] PostGIS 1.3.4 RC3 released

I have fixed the regression failure on pre-8.2 pgsql, which was
unrelated to PostGIS, just the use of SELECT FROM VALUES that I used
in the regress_ogc_prep.sql file, and was not supported in earlier
versions.
