OGR (http://www.gdal.org/ogr/) should be able to read ESRI Personal  
Geodatabases (http://www.gdal.org/ogr/drv_pgeo.html) and write to  
PostGIS. Have a look at ogr2ogr: http://www.gdal.org/ogr2ogr.html.
