[postgis-users] Network + Topology

Does anyone know about a network analysis project built using PostGIS? It should have "open" documentation so I can read about the implementation: how to create the topologic relationships, how to access the data, how to query and process the data, etc

I need this stuff to show to the government people here in Argentina that we can solve this kind of problems without privative and expensive software.
