If the data that OpenStreetMap has is good enough for you (check out 
http://www.openstreetmap.org/?lat=19.4255&lon=-99.1115&zoom=12&layers=M 
to verify) then you can get the OSM Mexico shape files here
http://download.geofabrik.de/osm/central-america/mexico.shp.zip
and extract the Mexico City portion.
