The best first step would be asking your data provider to avoid hiding
the information into the black box of a proprietary format (ie: use
a different format).

Failing that, you may go begging the proprietary format owners for some
binary blob to link against GDAL. You may find some from around 2007 or
so which are illegally (sic) shared between users.

Don't drug yourself, stop using ECW.
