hm should I laugh or cry?

Do not use the psql console. EDIT the batchfile with a text editor. Right 
click on the file and then edit (or "Edition" in french). A text editor 
should be opened (like Windows Editor) and you can change the parameters 
(see screenshot). Save your changes and then double click the .bat-file.

You MUST install PostGIS 2.0 in order to work with the 3D City Database. It 
contains elements that are unknown to PostGIS 1.4. You will get some 
"unknown parameter" errors which forces the script to stop. Get PostGIS 2.0 
installed on you PostgreSQL server.
