You have to convert minVal & maxVal to text:
newrast := ST_MapAlgebraExpr(rast, '8BUI', 'CASE WHEN rast1 < 0 THEN null ELSE (((rast)-(' || minVal::float8 || '))/((' || maxVal::float8 || ')-(' || minVal::float8 || '))) END');
