[postgis-users] Problem with shp2pgsql and the -W character encoding option

Maybe you could try to expressely set it to corresponding
iso-8859-1 = LATIN1
(instead of latin1)
or maybe IBM850.
If you are on windows, you can just donwload previous version to try with
older binaries.
