[postgis-users] Error enabling PostGIS extension

Follow the error, see if the referenced DLL exists where expected and/or if
any dependencies of that DLL are missing, using
http://www.dependencywalker.com/. If that seems too technical, offer to
hire an expert, there's several on this forum I'm sure.
