I saw in logs but after installation didnt check bin directory, directly installed pg11 from archive and os didnt warn me it is already installed.

Dont know why it stamped files as create 20 Nov 2023, date time seems correct

Can you please elaborate? Upgrading OS should not delete the binaries.
