PostGIS 3.5.3 and PostGIS 3.6.0alpha1

PostGIS team is pleased to release PostGIS 3.5.3 and PostGIS 3.6.0alpha1.

These are the first releases to support PostgreSQL 18 and should work fine
with recently released PostgreSQL 18beta1.
