PSC Vote: Make next release of address_standardizer 4.0.0

Now that address_standardizer is a separate repo, we should divorce the
versioning from PostGIS versioning.
The first tagged was 3.7.0
https://github.com/postgis/address_standardizer/releases/tag/v3.7.0

I propose next version which should be released before PostGIS 3.7.0 should
be 4.0.0.
