I think it is since 3.7.0.  I had flagged that a while ago when I stumbled
on it myself.
To think I was even making a big deal about this new gmp requirement and
somehow it got cut off.
Anyway I'll add it back at top and in breaking changes.

Regarding the doc building failing, that has undergone quite a bit of change
so probably new dependencies not mentioned or being detected.
