This is a bit concerning.  I'll double-check this but we did put in fixes so 
ImageMagick or GraphMagick can be used. https://gitea.osgeo.org/postgis/postgis/commit/95e8afa
Though now I notice that was for the old image building logic which we later ripped out.

Though with the new setup any of those should still be supported per
