[OSRS-PROJ] Debian GNU/Linux users out there, please test proj package

I fixed a few packaging issues (e.g. proper dependencies on the
package for other packages that need the shared library) and the
package is now in Debian's development distribution ("unstable"
a.k.a. woody).

The package is described (and available for download) here:

 http://www.debian.org/Packages/unstable/math/proj.html

and is (or will shortly be) available for the following Debian
GNU/Linux architectures: alpha, i386, m68k, sparc, powerpc, arm.
