[OSRS-PROJ] EPSG to PROJ.4 translation

Folks, 

As part of making MapServer (http://mapserver.gis.umn.edu/index.html) OGC
WMS (OpenGIS Web Mapping Server) compliant I have done a batch translation
of EPSG GCS (geographic coordinate systems) and PCS (projected coordinate
systems) codes into PROJ.4 formulations based on the EPSG 4.3 database.

This has been done in a form that can be used with the +init= commandline
option.  Once the epsg file is installed in /usr/local/shared/proj, it
is possible to do stuff like:

cs2cs +init=epsg:29118 +to +init=epsg:29119

which would translate between EPSG:29118 and EPSG:29119 (two UTM zones with
a south american datum). It can also be used with proj of course:

proj +init=epsg:29118

I expect to roll out a PROJ.4.4.4 release with this and a few other odds and
ends within a week or two, but anyone interested in trying this early can
grab th nad/epsg file from CVS right away.
