[OSRS-PROJ] libproj4 updates

The libproj4 library has been updated to about 135 projections with
Transverse Cylindrical Equal-Area being the most significant addition.
Also revisions to the Internals pdf file have also been made.  For
copies of all this material go to:

I have also included both an RCS wrapped archive as well as a plain file
copy .gz files.
