Very interesting information, though mostly over my head. I did try this
test point and got excellent agreement.
testepsg -t EPSG:4241 EPSG:24200 -76.9436833333 17.932166666666667
(-76.943683,17.932167) -> (255966.581853,142493.511021)
"testepsg" uses PROJ.4 to do the actual transformation but pulls the
definitions from my copy of the EPSG database. So PROJ.4's results seem
right on for this example.
I would agree that EPSG is lacking lots of coordinate system and even
transformation methods, but it is by far the dominant defacto standard
coordinate system catalog and is the basis of many GIS systems these days.
