Strebe is correct, it is NOT arbitrary.  Just check the math; it is
directly related to the standard parallels as a defining parameter.  The
Latitude of minimum scale for a secant Lambert Conical Orthomorphic is the
same as the Latitude of Origin.

Do not confuse the Latitude of Origin with the False Origin.  The False
Origin is arbitrary, of course.  The Latitude of Origin of the projection
is close (but not exactly) to the mean of the two standard parallels.  It's
equal on the sphere, not the ellipsoid.

I don't think the latitude of minimum scale would be an arbitrary latitude
of origin.
