Yes, this link is also available on the Proj4 site. This is the very
link I have being trying without success - tried both IE and Firebird on
Windows.

The IE error message is:

The page you are looking for is currently unavailable.
The Web site might be experiencing technical difficulties,
or you may need to adjust your browser settings

It there any special browser setting required?
