[OSRS-PROJ] Updated libproj4

Updated libproj4 distribution is available on:

http://members.bellatlantic.net/~vze2hc4d/proj4/

Note that some of the pdf manual portions are now collected into
the partially completed manual.pdf.  Looks like it will take another
year to more or less complete libproj4 manual provided I have a
modicum of luck getting a couple of references.

About a dozen more projections in this release.
