[OSRS-PROJ] Roussilhe Oblique Stereographic

Current forward for the Polish stereographic shows 2.6x10^-5 %
error and conformality with the -V option.

I desperately NEED Polish benchmarks for any one of the four
stereographic zones.

PS: x and y seem to be reversed but this is common as one goes east.
