[Proj] epsg update

As far as I'm informed it is arriving soon, about a month time.

If you can hold off new PROJ.4 until new ESPG database is released,
Polish (and not only them I believe) FOSS GIS folks will be thankfull.
I'll keep you up to date offlist how things are going.
