A PROJ.4 based web based coordinate system transformer is implemented
according to an earlier version of the WCTS protocol at:
  http://maps.gdal.org/wcts/

Check out the "HTML Form" link for the interactive form, though it is
very EPSG oriented in terms of selecting coordinate systems.

The OGR WCTS server is built around an OGC protocol, and
ultimately the HTML interface to this lacks some usability.  I
have encountered a few other web projections interfaces over
the years, though I can't point to any of them just now.

I think it would be nice, and not particularly hard, to build an
HTML inteface to "lproj" or similar services, using the PROJ.4
syntax for coordinate systems.
