Martin / Maciek,

I hear your pain.  It was my intention not to do another PROJ release
till I dealt with this issue, but then pressure on the meridian issues
forced by hand.   My intent is to resolve this by adding arbitrary
axis orientation flags for the coordinate system definition rather than
have an assortment of variations of projection names for different
orientations.
